Access to Cabinet information
Previous reports from the Auditor-General have highlighted difficulties we have had in gaining access to key pieces of audit evidence contained in, or attached to, Cabinet documentation.
This year I can report that I have received evidence of Cabinet approvals where I have requested it. This is a very positive development.
Procurement reporting
A new reporting requirement was introduced for major agencies this year
A new reporting requirement took effect for some agencies in 2023-24. Agencies classified as Tier 1 reporting entities under Australian Accounting Standards, which essentially captures the largest SA Government agencies, were required to provide procurement reporting information in a note disclosure in their financial reports for the first time.
Upcoming performance audits and reviews
Aboriginal Education Strategy
We are currently progressing a performance audit on the Department for Education’s management of the Aboriginal Education Strategy. The audit will cover elements such as implementation planning, performance measuring and reporting, and the evaluation of the implementation and outcomes. We expect to report to the Parliament on this review in the first half of 2025.
Regional bus service contracts
Section 39 of the Passenger Transport Act 1994 (PTA) requires the Auditor-General to examine certain matters relating to passenger transport contracts once they are awarded. Under the PTA we must:

2023-24 financial statement audits
With 30 June now a memory, critical deadlines are fast approaching for providing financial statements and associated information by the agencies included in our annual report to Parliament, which we expect to be published on 15 October 2024. These due dates include:
Monday 12 August
Provide draft financial statements and certificates
Friday 16 August
Provide analytical review of the agency’s final draft financial statements
Monday 16 September
Provide final audited financial statements with certificate and management representation letter
Managing homelessness services review
In this review we assessed whether the South Australian Housing Trust (SAHT) is effectively managing its provision of specialist homelessness services.
We found that while SAHT is progressing with some important initiatives to improve its practices and processes, it is not effectively managing its provision of specialist homelessness services and the increased demand for them.
SAHT funds non‐government organisations to provide specialist homelessness services that help clients find and maintain housing. Demand for these services has recently increased considerably due to significant pressures on South Australia’s housing market that make finding affordable housing difficult.
Name change and strategic plan
The Auditor-General’s Department became the Audit Office of South Australia on
1 July 2024. The new name is a key action helping us deliver on the objectives in our new strategic plan, which we have been developing over the last few months with the support of our staff and based on feedback from stakeholders.
